Only level four? I would have thought this was closer to a nine or even ten. It's like the underwater rig, it introduces a lot of new risks to your equipment and your production. 
Granted, I don't doubt the suction cups are strong enough to hold it down, but Murphy's law is ever-present and if something goes wrong, your camera can go flying.
