Makes a change from the English always being the bad guy in American films. Check it out... almost all American films have a bad guy with an English accent!

Speaking as a British citizen I think your horror at seeing America portrayed as a baddie 
 a bit 'holier than thou' . 
At least the film shows only one C.I.A agent as corrupt,this is offset by another American agent ( Felix Lighter ) who redeems America by giving Bond relevant info' to complete his mission.
How many American films have shown the British as butchers of innocent men women and children, examples - Mel Gibsons's Patriot and Braveheart ,these are both distortions of historical fact.It's a known fact that Hollywood deliberately uses British accents for their baddies, do the British get upset and spit blood at being portrayed as monsters,no we realise it's Hollywood, ie fantasy. Take a step back America and join the real world.

America has been the baddie in alot of american blockbusters lately but most often the good guy also is american fighting against the system. Like in the Bourne films ans so on. But the reason most people dislike america and bush today is not that they blame america for the oil crisis but that those in power in america is trying to be a world police and is doing everything on their own terms not listening to the rest of the world. And usa playing the world to their advantage giving money and weapons to those who would give the best deals to them. And then not even negotiating with countries that have dictators and/or beliefs that strongly differs from theirs. And then there is religion... America is the most religious country of all civilized countries. When the rest of the world goes more and more away from religion. The same does not seem to happen in USA. Just like you would have disliked the only superpower in the world to be strongly Islamic the only superpower now is strongly Christian. All this and everything that is happening in The USA like wiretaping, suing grandparents because their grandsons have downloaded a song and so on and so on does not look good for the rest of the world. People does not hate your freedom. They hate the freedom you take over the world from others.

Seriously it's just a movie, I think your looking into it a little too much.

James Bond is about the world of espionage, and well America participates in espionage. Russian spies, American spies, British spies whatever! It's a fantasy movie.

Not everything is supposed to have some sort of double meaning and well I think it's an interesting twist, Bond fighting the corruption that's taking place in the CIA? I've got no problem with that.

I agree with Floyd, it's the thought that counts. Americans, regardless of culture and nationality, are people just as much everyone else around the world. We could all be baddies, not just the ones who are most well known for being evil. Bond doesn't exactly do good things for the sake of good either.
